About Strata
Strata Risk Advisory was established to address a recurring gap in cross-border construction projects: legal disputes are often prepared without sufficient technical engineering grounding. With over 20 years of project and dispute exposure within the Saudi market, Strata provides structured contract risk analysis, pre-litigation engineering review, and independent technical advisory support to international companies operating under Saudi-governed contracts.
Our role is advisory. Independent. Discreet. We bridge the critical intersection where engineering execution realities meet contractual interpretation.
Services
Strata operates under clearly defined service mandates, each designed to address specific stages of contract risk, dispute lifecycle, and supply chain integrity.
01
Technical and commercial risk assessment of Saudi-governed contracts prior to execution, identifying exposure before commitment.
02
Retained advisory providing ongoing review of live project documentation to preserve entitlement position and reduce dispute exposure.
03
Structured engineering support prior to formal dispute proceedings, ensuring technical evidence aligns with legal strategy.
04
Confidential second-opinion advisory for boards, law firms, or international headquarters assessing exposure in Saudi projects.
05
Independent due diligence and risk assessment of vendors, subcontractors, and supply chain partners prior to engagement or during project execution. We help foreign companies verify who they are working with before commitments are made.
Market Insight
Underestimation of procedural notice requirements that, when missed, forfeit substantial entitlements regardless of merit.
Overreliance on international legal interpretation without understanding local enforcement context and institutional behaviour.
Engineering documentation gaps that become critical weaknesses once disputes move beyond negotiation.
Misalignment between contract language and on-site realities, creating exposure that compounds over project lifecycle.
Reactive rather than preventive dispute strategy, leading to substantially higher cost of resolution.

Strata Risk Advisory is led by Eng Abdulaziz Alrayes — a dual-qualified engineer with over two decades of hands-on project delivery, commercial management, and dispute exposure across the Saudi construction market. He operates exclusively in an advisory capacity.
Beyond his advisory practice, Eng Alrayes has established and serves on the board of several private companies in Saudi Arabia, bringing direct commercial governance experience to his advisory mandates.
Eng Alrayes brings an analytical rigour to contract risk that extends beyond conventional construction advisory. His career spans various major giga projects and high-value development projects, with direct involvement in pre-litigation engineering support, technical risk assessments, and coordination with international legal teams.
His work bridges what actually happens on site with what contracts say on paper — ensuring engineering evidence and contractual position are aligned before matters escalate.
Advisory Team
Strata's advisory mandates are supported by a carefully selected team of senior professionals based in Saudi Arabia, each with extensive experience across the Kingdom's construction and infrastructure landscape. Our associates include delay analysts, quantum specialists, contract administrators, and document control experts — engaged on a project basis to maintain lean operations without compromising depth.
This model ensures every mandate is resourced with professionals who understand the local market from the ground level — not theoretical observers, but practitioners who have managed real projects, real disputes, and real commercial exposure within the Saudi environment.
Independence & Limitations
Strata Risk Advisory maintains strict conflict-of-interest controls and operates independently of legal representation. Where potential conflicts arise, full disclosure is provided prior to engagement acceptance.
